I make two sets laminate, and cut one apart. Put half vecro dots somewhere on each picture on the full sheet and put velcro on backs of separated pictures. Can have child find the card in a rice box, or the room, or pull the pictures from a bag, etc. and match to the sheet. I also put a velcro dot at the top of the page and put on a F mouth picure, if needed. This has worked well with younger children and children with special needs as it is a less complex activity and it inhibits impulsivity, as they have to look for the picture and then for the matching one.

Hint: When using dots on a different areas, it is difficult to put the other side of the velcro on  the correct place on the back of the picture to be attached. First put the velcro half dots anywhere on the individual pictures where they won't obscure the picture.  Then put the other side of the velcro half dots on the first set of dots sticky side up. When you press a picture on top of the matching one that has the velcro, the velcro will be perfectly matched and attach to the back of the top picture.
